Brazil Authorizes Fund Freezes for Illegal Betting Operators via Decree 13,033 on June 19

According to government announcement, on June 19, President Luiz Inácio Lula da Silva signed Decree No. 13,033, authorizing regulators to freeze bank accounts of unlicensed fixed-odds betting operators. Banks must block flagged accounts within 24 hours and confirm compliance within 48 hours, with the Central Bank supervising. As of June 18, 350 operators and 37 financial institutions have been flagged through Operation Conto da Sorte. Forfeited funds are directed to the National Public Security Fund after administrative and court review, with the measure designed to disrupt payment flows sustaining illegal gambling operations.
