According to Coinbase's quantum advisory council, the company urged blockchain developers to begin post-quantum migration planning Thursday, estimating roughly 7 million Bitcoin could be vulnerable to future quantum attacks due to exposed public keys and address reuse.

The report outlined three options for coins that never migrate to quantum-safe addresses: permanently freeze them, do nothing, or implement middle-ground steps like limiting how many vulnerable coins can move per block. The council stressed these proposals are compatible and could be adopted together.
