Estonia Approves AI Agent Personal ID Proposal on June 17

Prime Minister Kristen Michal approved an Eesti.ai advisory council proposal on June 17 to create an 'AI personal identification code,' positioning Estonia as the first country to issue government-backed digital identity for AI agents. Unlike today's agents that inherit full account access from their owners, the ID system would scope permissions to specific actions—such as viewing records, drafting documents, or making payments up to a fixed amount. Michal provided no start date and left liability questions unanswered in cases where an agent with its own ID makes costly errors.
