According to its June 25 announcement, REalloys Inc. (NASDAQ: ALOY) was conditionally selected by the U.S. Army to design, finance, build, and operate heavy rare earth processing facilities at Tooele Army Depot, Utah under an Enhanced Use Lease agreement.
The facility will refine dysprosium and terbium, rare earth elements essential to high-temperature permanent magnets used in precision-guided munitions, electric motors, and defense systems. Development is targeted to begin in 2027, with initial operating capability no later than 2028, aligning with the January 1, 2027 U.S. federal procurement ban on Chinese materials. The partnership requires no taxpayer subsidies; the private sector will bear all financing and construction costs, with REalloys paying fair market rent to the Army.
