According to Ukraine’s presidential website, President Volodymyr Zelenskyy signed a decree on May 8 stating that Ukraine will not target the military parade scheduled for May 9 at Moscow’s Red Square. The decision was made in light of humanitarian principles discussed during talks with the United States on May 8. The decree took effect immediately upon signing.
