China's Cyberspace Administration Issues New Internet Content Distribution Rules Effective September 1, 2026

According to China's Cyberspace Administration (CAC) and four other government agencies—the Ministry of Public Security, Ministry of Culture and Tourism, State Administration for Market Regulation, and National Radio and Television Administration—a new regulation governing multi-channel distribution of internet information content will take effect on September 1, 2026.

The regulation requires internet content distribution service providers to register as business entities and obtain necessary administrative permits. Platforms must sign agreements with distribution service providers and report such arrangements to provincial-level cyberspace authorities. Platforms are also required to prominently display the name of the content distribution service provider on the account information page of internet users. The regulation prohibits spreading false information, misleading the public, or engaging in unlawful activities through content distribution. It further mandates enhanced protections for minors and standardized governance of live-streaming commerce activities.
