According to crypto journalist Eleanor Terrett, the White House's July 4 deadline for passing the CLARITY Act is "logistically impossible" due to unresolved Senate procedures and bipartisan disputes over ethics language. The bill requires 60 Senate votes to overcome a filibuster and must reconcile differences between House and Senate versions, with limited floor time remaining before the July recess. White House crypto advisor Patrick Witt said negotiations continue across agriculture oversight, ethics provisions, and the Bank Resolution and Consumer Act (BRCA), but officials have not yet reached final agreement on policy language needed for a vote.
