Iran Outlines Retaliation Targets Against U.S. and Allies Across Multiple Scenarios

Gate News message, April 23 — Iran has prepared a comprehensive list of retaliation targets against the United States and its allies, based on principles of “proportional response” and “offensive deterrence,” according to Iranian officials on April 23. The plan comes amid diplomatic setbacks and a lack of confidence in negotiations. The target list includes multiple response scenarios tailored to different potential military actions.

If Iran’s power plants are struck, Iran would target electricity facilities of Israel and other U.S. allies in the region. Should Iranian oil and gas infrastructure be attacked, Iran would retaliate against critical energy facilities of Israel and U.S. allies, with the stated goal of reducing global oil production by 25 million barrels per day within one year. If Iranian military or political officials are assassinated, Iran would target information technology and artificial intelligence centers in the relevant countries.

If Iranian territorial sovereignty is violated, such as through occupation of islands or ports, Iran would launch large-scale coordinated attacks involving ballistic missiles, cruise missiles, and drones against aircraft carriers and attack helicopters. In response to maritime blockades, Iran stated it would close the Strait of Mandeb and, if necessary, completely blockade the Strait of Hormuz through large-scale mining operations, cutting off all oil export routes. Should U.S. forces conduct ground operations from regional bases, Iran would coordinate ground warfare with Resistance Axis forces and local armed groups, potentially capturing American soldiers with support from local populations.

Additionally, Iran indicated it may conduct strike operations against U.S. interests outside the region.
