According to Cointelegraph, Signal warned on May 15 that it may exit Canada if forced to comply with the proposed C-22 law, which would require building surveillance capabilities and retaining user metadata for up to one year. Signal’s VP of Strategy and Global Affairs Udbhav Tiwari stated the law threatens end-to-end encryption and poses security risks, adding the company would “rather exit Canada” than compromise user privacy commitments. The legislation has not yet become law and remains subject to parliamentary review.
