Anthropic held talks with Trump administration officials on June 15 to explore options for reinstating access.

The restriction leverages export control rules and reflects growing government scrutiny of foreign talent's access to advanced AI systems. Research data shows that 38% of authors at top global AI academic conferences were educated in China, and nearly three-quarters now work at U.S. AI firms including Anthropic, OpenAI, and Meta.
