Zelenskyy stated in a letter to EU officials that Ukraine deserves full EU membership, arguing that Ukrainian forces are defending the entire bloc against Russian attacks. He warned against "half-hearted measures," insisting: "We have never viewed membership as joining some kind of 'half-alliance.'" German Chancellor Scholz's proposal, made last month, would have allowed Ukraine partial integration into EU institutions without full voting rights.
