Trump Predicts 40-60% of Chip Manufacturing to Shift to U.S., Says AI Investment Exceeds 1990s Internet Boom

According to CNBC, on Thursday (July 3), President Trump stated that artificial intelligence investment surpasses the scale of late-1990s internet buildout. Goldman Sachs estimated in 2025 that $700 billion in AI capital expenditure is needed by 2026 to match the telecommunications buildout peak of the 1990s. The bank projects 2026 AI capital spending will reach $765 billion, with annual expenditure potentially growing to $1.6 trillion by 2031.

Regarding chip manufacturing, Trump predicted that 40-60% of semiconductor production will be located in the United States by the end of his term.
