Fidelity Investments stated on X on May 14, praising the Senate Banking Committee’s push for the CLARITY Act, saying it provides a “balanced regulatory approach.” If passed, it would give legal clarity to the digital assets market, benefit U.S. investors, and help maintain the United States’ leading position in the global digital assets space.

As of May 14, the pricing from prediction markets for the bill to become law in 2026 is about 55%.
Fidelity International, which manages more than 1 trillion Dollars in client assets, announced the launch of its first tokenized fund FILQ (Fidelity Dollar Digital Liquidity Fund) the same day. The technical architecture is supported by three parties: Sygnum provides the tokenization system, converting fund shares into digital tokens that can be circulated on blockchain networks; Chainlink provides an immutable on-chain NAV data writing service and supports real-time distribution of data displays; JPMorgan (JP Morgan) provides verification and authorization for daily NAV data.
FILQ invests in short-term government bonds, uses an on-chain NAV real-time update mechanism (different from traditional funds’ end-of-day updates), operates around the clock (24/7), and supports real-time settlement. Fidelity International manages the fund itself.
In its official X statement, Fidelity Investments confirmed three points: the CLARITY Act will provide legal clarity for the digital assets market; this bill benefits U.S. investors; and it helps ensure the United States maintains its leading position in the global digital assets space. Fidelity called it a “balanced regulatory approach,” and the statement did not set any additional conditions.
After the committee review passes, the CLARITY Act can be submitted for a full Senate vote. The deadline set by Senator Bernie Moreno is at the end of May; he publicly said missing this deadline could cause the bill to be stalled for years. The target presidential signing date set by the White House is July 4, 2026. A schedule for the full Senate vote has not yet been set.
FILQ uses an on-chain NAV real-time update mechanism (different from traditional funds’ end-of-day settlement), supports real-time settlement around the clock (24/7), and its underlying assets are short-term government bonds. Chainlink provides an immutable data on-chain service, Sygnum provides tokenization technology, and JPMorgan provides NAV data verification. Fidelity International manages the fund itself, and Chainlink confirmed the formal partnership on May 14.
